[Typo3] How to let a user to clean the cache?

One thing to mention is that it will not make these options to appear in
the bottom of the left menu. Users will have to select them from the
page module on the top right combobox.

Yet one more option can be to modify setup so that cache for necessary
table automatically cleared when current page is saved. Use case: front
page cache is cleared automatically when a news item is added to sysfolder.
