[Typo3] localconf.php is not writable

Yes, I tried.
I'm going crazy for this matter, I have downloaded these two package also in
zip file format thougth that probably was a problem related to symlinks, but
also this distribution doesn't work!
What can I do? I have get -R 777 permissions on both folders that are placed
in the Documentroot of apache Webserver.
Probably under this folder apache configuration deny access to everyone, but
I'm not an aapche expert, what I have to looking for?

Have you read INSTALL.TXT that comes with these packages?
