[Typo3] default language -where to set it?

Hi Joga
Two things
First make sure you have your package language because in Typo 3.8 
they're not all provided
Second in the root page of your site put this in your Template

config.language = fr
config.locale_all = fr_FR
Because I'm French (and proud of it :) )
