Just go to the Install tool and go to "All Configuration"

set it to "utf-8"

but notice that all content which is already in the database would need to be
converted to utf-8

another possibilty if you plan to just have Thai on your site would be to go
to the User-Setup and choose "Thai" as language in the select box at the top
of the page (or was it the second).

The difference is that with the later method the correct charset for Thai will
get selected. If different editors use english to input content you will have
a mixed charset database which is not good in my opinion (problems start if one
editor makes changes to content elements which the other editor has created)

With forceCharset the complete BE interface and the FE also will be in utf-8 thus
supporting different languages on the same page (if you want to display the labels
for a language menu in it's native language for example)
