[Typo3] Assign Admin functions to a user

Hi Christopher,

This is not exactly what I meant, as I would expect that manual cache
invalidation might be handy in other cases as well. However for this
particular issue, it solves the problem. Thanks!

Do you know a solution for the generic issue as well?
