What are you talking about? There are literally thousands of cheap
hosts out there who will allow permanent or temporary ssh access to an
account. Then "ln -s typo3_src-3.8.0 typo3_src" is about all you need.

Besides, if you start out with something like the 'dummy' package, all
the required symlinks are present - you may just need to copy the
files tslib/index_ts.php and tslib/showpic.php into the web root
directory.
