[Typo3] Utility to create site structure?

Is there a utility to create a site structure for a large site in typo3?

I have written one my self (wenost [1]) for use with a html 
pre-processor (ppwizard [2]) that takes a single text file as input.  
The text file lists all pages on the site, their titles and the tree 
structure for the site.  It outputs all the files needed to define the 
site structure for use with the pre-processor.  For example I've used it 
on the wenost site[1], an educational site[3] and an art site[4].  The 
combination of wenost and ppwizard gives me a single user CMS.  However 
I need to let others do some of the work so I'm migrating to typo3.

If there is not such a utility, is there anyone here interested in 
working with or advising me on either extending wenost[1] to work with 
typo3 or creating a new utility?
