In many servers user rights for FTP and PHP applications like Typo3 are 
different.

If you have installed throught Typo3 some plugins you might not have 
access to those files with FTP. If you have used FTP installing plugins 
you can't update plugins with Typo3.

I presume that you have installed a plugin using TER. Then you can 
update files with Quixplorer. Install quixplorer and upload with it an 
empty locallang.php.
