I think you need to set a proper header.
I think you designed your site in xhtml-transitional?

Try these seetings in yout TS:

config.inlineStyle2TempFile = 1
page.config.doctype = xhtml_trans
[browser = msie]
  config.xmlprologue = none
[end]
