[Typo3] translation in extension's locallang utf-8

[tding at 1688.com]

The extension's locallang.php was converted to utf8 for the chinese characters. but charactor output to the browser looks to be double spaced and also not decoded correctly. 

desperate here so any assistance will be greatly appreciated.
