[Typo3] preventing anchor from being expanded to realpath

Actually yes - i didn't realize your path is in the template. i thought you were referring to the anchors t3 sets around the 
content. So it depends on your templating method. With the Auto-parse Template extension you can set a relative path prefix 
for any links in your template:
relPathPrefix
relPathPrefix.[tag]
(http://typo3.org/documentation/document-library/automaketemplate/Base_properties/)
with tv i don't think that will work (it's always worth a try though). so probably you will need to map the link to a 
typoscript object that links to the top of the page (eg. using typolink)
