[Typo3] problems in fronted

Hi List Members!
I am newcomer in Typo3, using it cor acouple of days, everything goes 
ok,but one problem with charset in froted webpage.

I use latvian language pack and default encoding is utf8, but in fronted 
web page opens in with head:

	<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1" />

I use static web pages with .htaccess enabled

The question is how to set default page charset for fronted web pages?
