[Typo3] Quota system

Hi,
such a quota system doesn't currently exist.
You can, however, limit the size of single files and you can restrict
filetypes as well, maybe this helps.

I didn't look into quotas on filesystem level yet, but maybe it is
possible to add quotas at filesystem level for certain group directorys.
Then, the users would get an error message from TYPO3 that the file
cannot be written when the quota is reached.
