[Typo3] TT_NEWS and CSS

Hi,

I've moved tt_news_v2_template.html to fileadmin/templates to be able to
modify it
and I would like to do the same with the tt_news_v2_styles.css file.
(moved to fileadmin/templates/css)

I don't know how to tell template file to use my css file
(adding <link href="css/tt_news_v2_styles.css" rel="stylesheet"
type="text/css" /> in template file has no effect)

I'm using
Typo3 3.8.0
with include from static
CSS styled content
CSS based tmpl (tt_news)
Default css style (tt_news)

If possible, a step-by-step to do this will help
