[Typo3] Can't Login to BE after install

I've installed v3.8.1 on 
    - Windows Server 2003
    - IIS 6.0
    - PHP 5
    - MySql 5
 
I've installed the Quickstart, Test and Dummy versions. Everything works
great until I get to the point of logging into the BE.
 
I've also searched the archives for the answer. I've seen posts saying the
problem has been answered, but can't find the answer. I'm pretty much at
witts end. ;( 
 
Can someone please point me to a solution or help out?
