[Typo3] Admin user with restricted access to BE Tools sub modules?

No moving was necessary.

1) Change the Tools conf.php file for this line.
$MCONF['access']='user,group';
2) Do the same for the ext module needed.
3) Add the modules to the access for the user and group.

I wonder if 4.0 will treat all modules this way allowing for the grey line
between user/admin to be more flexible...
