[Typo3] Missing Rich Text Editor

I have just moved my Typo3 site to a new home. The move included an upgrade
to 3.8. The old site was on 3.5. I am running through the site to make sure
everything is in place and I notice that there is no Rich Text Editor. I
believe that one of the improvements in 3.6 or 3.7 was the ability to use
different Rich Text Editors. I have searched and not found any documentation
about this. Can someone give me a pointer to how I go about setting up such
an editor?
