[Typo3] Can use TCEform in frontend / frontend plugin?

Hi all,

May be this is a stupid question, but can I use TCEform in front end?
I wanted to have some feature like selection box, data validation, relation
table column in front end.
And I've search around the typo3, seem *t3lib_TCEforms *is something I am
looking for. But it likely only can used in back end modules( am I wrong?)

Any suggestion for me?
