[Typo3] restricting possible cTypes per template

I know I can restrict users to certain content types via user and group 
permissions.
But is it possible to permit only certain content types on certain pages via 
TSconfig in the page header?

I can disable the whole field in the TCEFORM, but this has no effect on the 
available types when I click create content.
TCEFORM.tt_content.CType.disabled=1
