[Typo3] Upgrading to TYPO3 3.8.0 and 3.7.1

TYPO3 3.7.1 should be used for _any_ 3.7.0 site which is not going to be
upgraded to 3.8.0. It has no new features, only bugfixes and therefore is
expected to be as stable as 3.7.0 (with a few bugs less, of course).

For new sites, use 3.8.0.
