Each user has got two differente "setups".
First is the one you described. This is setup by the admin to determine the
rights the user might use.
Setting "delete recursively" here will enable the user to enable this
feature, but by default it will stay disabled.
So you have to login with that user, go to the setup section in the menu on
the left and check the box "delete recursively" there too.

Should be working then
