[Typo3] TYPO3 3.8 and 3.7.1

Well, given how much effort is normally being put in TYPO3 marketing 
(not that I'd find this necessary) I would expect a bigger launch of 
3.8. Why not just make the big release announcement next week, in order 
to be slashdotted/heise'd? Nobody of the people here should care about 
this, but we should not hide releases from the public ;)
