It is very good idea. But not realistic.
There many organization/financial problems.
Even if we use system like www.moneybookers.com for money transfer
(this system is good for Europe, PayPal is not good ).
This is as difficult as running a freelance auction system like
www.rentacoder.com or www.guru.com

I make some easy steps in simular direction - open International TYPO3 Job
and Business forum
www.typo3.biz (there are only 10 visitors per day now)
