[Typo3] Best way to configure my right navigation

I have been thinking for the past three days but I have not thought of a 
good solution to map and code my right navigation column.  That column 
is supposed to be the same in every page and I would like to easily 
update the contents of each section in there and add new ones and delete 
them if needed.

What would be the best strategy to go about doing this?  This is the 
last bulldozer I need to get rid of before I finish most of the site.

Any ideas?
