[Typo3] Repetitive Section throughout the site

Yep thats what I would do.  Have a page or a sys folder with the name 
SITE CONSTANTS or something to denote that it is all the little parts 
that are used consistantly through out.

That way you can also control who in all the BE users has access to that 
page.
