[Typo3] Special chars

Hi, I'm trying to show php query result through php
but as here we are native non-english speakers have to
deal with special characters.
Trying using htmlspecialchars or htmlentities but just
a symbol is shown where an accent or a tilde should
be.

Anyone had the same problem?
