[Typo3] Pages need a padding in center column

This is a basic question I have been thinking about for days, I have 
tried different things with my CSS but I cant figure out the BEST way to 
do this.

As you can see in 
http://www.stratcommandcenter.com/redesign/index.php?id=14 page, there 
is absolutely no padding around it.  That needs to look like this:

http://www.stratcommandcenter.com/redesign/fileadmin/templates/static2.html

I am not asking about a specific thing.  I am simply asking what would 
be the best way to put the padding around it?  I know there are several 
ways but with sideeffects too.

On the html template as you can see I have a divider in between center 
content (which is mapped in the main datastructure) and the containter 
(which is mapped as an FCE).

What do you think is the best path to go?

PS:  I am only looking for a good strategy to go about doing this, I 
doubt you will need to give me any code snippets unless you have a 
specific solution to this.  If you are willing to help out, thank you, 
if not, please do not post.
