[Typo3] Page links from menu not working after moving from server 1 to server 2

ok..I searched and tried almost every suggestions reegarding 
simulateStaticDocument.
But seems like it telling me try anything you want but I ain't
displaying anything but 404 pages.

I think something wrong in my httpd.cong file?  Currently it is set to 

<Directory "/">
       Options FollowSymLinks
       AllowOverride None
</Directory>

<Directory "/var/www/html">
       Options Indexes Includes FollowSymLinks
       AllowOverride None
       Allow from all
       Order allow,deny
</Directory>

If I change from None to anything in AllowOverride I get 403 Forbidden
error. Can someone point me to what changes need in httpd.conf file??
Typo3 is installed  in /var/www/html.
