[Typo3] TER unavailability

If there is a scheduled downtime for the TER, we will announce it. All other
downtimes are due to the architecture of the TER and server problems. We
are currently working on solutions for a reliable and mirrorable TER [1].

If you or someone else wants to help with this process, you can either
contribute to the discussions in the TYPO3.org Team [2] or consider
becoming member of the TYPO3 Association [3] who is responsible for the
official TYPO3 sites.
