[Typo3] HR disappearing in RTE

have a look at EXT:rtehtmlarea. It adresses this issue(<hr>) by 
XClassing the htmlparser_proc class. It should probably work with MS-RTE 
as well, also I would of course advise to switch to htmlarea anyway. ;)
