[Typo3] Group Rights (Restricting Group from modifying HTML Content Blocks)

We are stuck with a situation. I have 5 predefined user groups (content
editor .... Site owner) I need to be able to remove permissions for the
content editors from being able to create/edit HTML content blocks.

Is there a TSConfig command for this ? Or is there another way around it
?
