[Typo3] Default border column

I can't help you with your "if" TS's as this is a thing I never really investigated
before.

But I think my extension "kb_cont_slide" could help you.

It lets you display the content of one column in your ###RIGHTBORDER### column (most probably
the content of the "Border" Typo3 Column ...

It normally renders the columns as usual just taking the content for RIGHTBORDER out of the Border
Column. But with this extension a special thing happens if the column is empty. It goes the tree
back to the root-level until it finds content in the specified column and takes the content out
of this row...

So you could place your Default content in the top-most page and let it inherit through the tree,
overwriting the column content where it is needed.
