[Typo3] VTS access in web module ?

Hi,

I'm trying to configure the access to vts in the web module here is the 
modification i've made :
in ext_tables.php :
if (TYPO3_MODE=="BE")	{ 
t3lib_extMgm::addModule("web","txdephpotM1","",t3lib_extMgm::extPath($_EXTKEY)."mod1/");
}

in mod1/index.php :
   if (($this->id && $access) || ($BE_USER->user["admin"] && !$this->id) 
|| ($BE_USER->user["uid"] && !$this->id)) 	{

in mod1/conf.php :
$MCONF["name"]="web_txdephpotM1";
$MCONF["access"]="group,user";

and at this point the vts stuff is still in the tools modules, and i 
can't access it i've this error : This module "web_txdephpotM1" is not 
enabled in TBE_MODULES

where dis i mess something please ?
