[Typo3] caption styling not effective

For some reason setting styles.content.imgtext.captionWrap
does not effect captions under photos. I have tracked it
down to something in the database. 

Same install, same code, same photo files.  Using one database
captions change properly, while using another database captions
don't display properly.  So my question is this;

What in the database could effect the display of captions
or the effect of styles.content.imgtext.captionWrap? 

I'm just simply wondering about -settings-. If it's a corrupt
database I'll simply move on, but if I've set something incorrectly
I want to correct it.
