[Typo3] page permissions: new users do not show up in owner-dropdown-list

Hi,

is it supposed to behave like this:

When a new BE-user is created by a non-admin with the help of a
predefined action, the user is created with an empty
be_users.usergroup_cached_list DB-field. Now, if the non-admin tries to
change ownership of a page to this new user, the user does not show up
in the drop-down list. 
The new user's be_users.usergroup_cached_list DB-field gets filled after
the first login of that new user. After that, the new user shows up in
the drop-down list of the non-admin.

Is there a way to manually update the group-cache of another user by a
non-admin?
