I'm pretty sure the default SXW file format is just a zipped XML file. 
If you change the extension on the file you downloaded to  sxw then it 
will probably open correctly in OpenOffice.

I think there might be some misconfiguration on the new server for 
typo3.org, however.  The SXW files all open in the browser as plain text 
for me, which leads me to believe the mime type has not been set in 
Apache.  I'll post this to the typo3org newsgroup to call it to their 
attention.
