[Typo3] TV 0.4.0 and TYPO3 3.7.0

Hi Igor,

are you using the latest class.t3lib_db.php ?
TV 0.4.0 only works properly with versions above 1.10... if you
are using Typo3.7.0 (by the way why you didn´t choose 3.8? )
