[Typo3] Image resizing problems (on Windows)

I have a typo3 install on Windows that fails resize images or generate 
thumbnails properly. All of the image tests in the install tool work 
fine and I have no problem with other dynamic image features, for 
example using a GIFBUILDER in a template works fine. If I use an IMAGE 
in a template and change the size it will not render anything and the 
image tag has blank src and other attributes. Features that generate 
thumbnails like the Filelist view in the backend or the Filelinks object 
in the frontend just show an image that says "No thumb generated: 
filename.jpg".  I'm assuming that typo3temp is available since the 
install tool's resize test writes images there.
