[Typo3] User can edit but not create content in left column

Hi again				

Well, I don´t know what is happening....: The problem has come again: When BE-users (non-admins) insert new records in the right-column it is placed in the normal-column.

The problem obviosly comes and goes... so it´s probably my mistake in the setup! But where am I making the mistake?
