[Typo3] new EXT: toolbar

I released this mainly to pick up ideas from the community. The code is 
really messy but will be improved and commented in later versions. 
But...please give me feedback - what features are essential for an editing 
toolbar? - experiences from other CMS with toolbars? -

Also later versions will feature hooks (aaray-based), so 3rd party exts can 
isert menuoptions on-the-fly.
