[Typo3] Unclear on How to Upgrade to 3.8.0

I have searched the typo3.org, google, and the archives, everything and 
I cannot find a clear step by step instruction on how to correctly 
update/upgrade from my 3.7.0 to 3.8.0.

Can someone either tell me here or link to me the step by step 
instruction on carefully and safely upgrading the system if I have 
missed it?

That is the most important aspect of launching a new version and I 
cannot find it anywhere...
