It's a bit of a bug. My pal Jinn pointed out TYPO3 always spits out 200 headers for everything. As well as the fact that missing pages should have 404 headers, shortcuts really ought to be 301's or 302's as they're redirects. This is the kind of thing that is really important for SEO stuff.
