Looks to me like it's excutable by all..:
drwxr-xr-x   2 root     apache     4096 Jan 27 15:03 cgi-bin 

Inside the dir I have
-r-xr-xr-x   1 root     root    2083100 Oct 21 10:07 php
Isn't that exec as well??
