Indeed it is. It's just a little bit tricky ;-)

Requirements: Your server must either have safe_mode disabled or PHP must be
callable as a CGI program.

1. search and install phpwebshell (I've modified it slightly so that it runs
   as a CGI)
2. upload TYPO3 (source + site)
3. untar the files from within the web shell

I won't describe how to patch phpwebshell since this might bother some web
hosters... Be sure that you know what you're doing.
