[Typo3] Edit content but don't change the type of content?

Is possible perform the access for a user or the TSconfig of a page to
let that user edit the content of that page but don't permit changing
the type of content? For example: the user can normally add and edit
contents with Text/images and filelinks, but in one page the user only
can edit filelinks and can't change this filelinks to be text/image.
There are any way?
