[Typo3] translating core system

Hi list,

I was away from the list for a few months due to professional
obligations. 

Now I'm ready to continue translating efforts (I'm chief translator),
but typo3 core files (cms, sys) are not avaiable anymore in extension list. I know
that there were changes planned for traslating system but I cannot find
any documentation about it. 

So, few guidelines how core system translations are conducted will be
greatly appriciated :))
