The "sample" parameter is described here:
http://typo3.org/documentation/document-library/doc_core_tsref/imgResource/

Try adding this line to your SETUP (Untested)

tt_content.image.20.1.file.sample = 1

This should set the "sample" option on both "Text w/image" & "Image"
