Yes, with Typo3 you can create well-formatted sites which are searchengine friendly. There is a realurl extension to create urls like: http://www.yoursite.com/news/323223

The HTML source can be made completely like you want. With the extension css_styled_content and the extension imgtext or something you can create very nice HTML output.

With template voila you can set up the pages like you want. You can make as many headers, sidebars etcetera. Just do it.
