I think this is a permission-issue, and that the blank right-window occurs because the wizard is'nt affected by the permissions.
There is a fix: The extension "Content Element Wizard Patch", which should cause the wizard to reflext the actual permissions.

I recommend the Quickstart tutorial on permissions.
