[Typo3] safe_mode on or off

Hi All,				

I also found other threads with the same problem but it never seems to be solved. Only one thread (http://typo3.org/documentation/mailing-lists/install-linux-archive/thread/38166/?tx_maillisttofaq_pi1%5Bsword%5D=safe%20mode%20&tx_maillisttofaq_pi1%5Banswered_only%5D=0&tx_maillisttofaq_pi1%5Bmode%5D=1) showed a wat by extending httpd.conf but i don't have access to that conf file.
BTW, my open_basedir is set but thats the same with my other installations so that can not be the reason.
